Permits from DPI are currently free but you will have to pay royalties if you are collecting plant material on a commercial basis. Large quantities of seed can generally be collected from public land for revegetation purposes without royalties, provided that the revegetation activities are consistent with land care objectives.

For non-commercial collection from state forests, royalties will be waived for material up to 30 kilograms. If 30 kilograms is exceeded, halved royalty rates will apply.
