Floods

Floods can affect a number of areas across Victoria. In recognition of this, flood management in Victoria relies on the coordination between multiple government organisations. A series of arrangements exist to monitor river and stream conditions and rainfall in order to provide adequate warning and preparation for floods. Numerous government organisations at Commonwealth, state, regional and local levels are involved in developing flood management strategies, providing emergency services, and financial assistance in the event of a flood. These organisations include:

  • Bureau of Meteorology;
  • Catchment management authorities;
  • Department of Sustainability & Environment;
  • Local councils;
  • Melbourne Water;
  • Rural water authorities;
  • Victorian Flood Warning Consultative Committee; and
  • Victoria State Emergency Service.

Additionally, there are some important legal requirements individuals should be aware of when flood conditions prevail. (See Legal obligations for individuals during a “State of Disaster” and in an “Emergency Area”)

Flood management systems and government coordination

Due to the many organisations involved in managing floods, the Victorian Flood Warning Consultative Committee was created to identify requirements for flood warning systems and coordinate the development and operation of these systems. The Committee produced the Arrangements for Flood Warning Services in Victoria. The Arrangements are available online at www.bom.gov.au . The Committee is also involved in the development of the Victoria Flood Management Strategy. This strategy establishes broad roles for different government organisations, and is detailed in the Arrangements.

The Victorian Flood Warning Consultative Committee, which is coordinated by the Bureau of Meteorology, comprises members from all the major agencies with responsibilities for dealing with floods. The Committee can be contacted at:

Catchment management authorities also aid in regional planning and coordination of new and upgraded flood warning systems.
