Who manages and issues leases and licences over crown land?
The Department of Sustainability and Environment (DSE) currently manages and administers nearly 900 leases throughout Victoria. Crown Land Management, a unit of DSE, also monitors leases granted by trustees and committees of management over land reserved for public purposes.
Leases are also issued by committees of management over reserved land under their control. Municipal councils issue most of these leases to recreational users of land such as sports clubs. However, in recent years, there has been an increasing number of commercial users, such as kiosks and telecommunication towers. Normally, leases granted to commercial organisations require fees at market value (reassessed every three years), whereas leases granted to not -for-profit community groups will be at a reduced rate.
Crown Land Management also issues and administers licences for the use of crown land for a variety of purposes. Most of these licences are issued for primary production, including use by adjoining owners of unused road or water frontages. Licences are also granted to provide public services or recreational facilities for public use. At present approximately 41 500 licences have been issued in Victoria.
